First of all, there is no page dedicated to Cumin Seeds on TSA website. So we performed additional searches an found these infos :
1.TSA Rules on travelling with Spices :

2.TSA Rules on travelling with Planting Seeds :
=> Cummin Seeds are allowed in carry on and checked baggages.
3.In social media support pages and found that TSA allows travelling with cumin seeds.

But if you want to enter to USA with seeds, it is no longer the responsibility of TSA, the rules of US. Customs and Border Protection apply.
We checked the page related to Bringing Agricultural Products Into the United States and found that if you want to bring seeds to USA, you have declare it and the controlling agent will determine if it allowed or not. Please, don’t forget to declare it to avoid being fined.
